Criminal Justice 346

Mandatory minimums take away judicial discretion forcing judges to impose harsh sentences even if the crime doesn’t deserve one. As originally constructed, these bills would have given back that judicial discretion for certain offenses allowing judges to look at each case on its own merits. While the Senate passed SB 346 after a heavy amendment process, it did not receive a House vote.

Dispensing Medicinal Drugs 100

Currently, a physician may dispense up to a 24-hour supply of a medicinal drug to a patient the physician is treating in an emergency department of a hospital. If the patient needs more than a 24-hour supply of a drug, the physician must provide the patient with a prescription for use after the initial 24-hour period. These bills would expand this authorization to allow all prescribers, not just physicians, to prescribe medicinal drugs upon release. While HB 57 and SB 100 managed to move through the committee process, they were unable to pass their respective chambers.

Growth Management 410

Established property rights are essential to a free society and government must respect them. This bill would require the State Comprehensive Plan (which manages growth and development) to include a property rights element in its local planning. SB 410 passed through both chambers and has been sent to the Governor to sign.

Practice of Pharmacy 389

While not typically thought of as such, pharmacists are medical workers too and must go through additional schooling and licensing. This package of bills recognizes pharmacists training and expands their scope of practice to allow for testing of a number of common diseases such as the flu, giving more people greater options for treatment while freeing up more specialized medical professionals to treat fewer routine illnesses. HB 389 was voted up in both the House and Senate and sent to the Governor to sign.
